Hope this helps.
Jacob Druffner
Phone: (715)461-0159
jacob.druffner@wisconsin.gov
We are committed to service excellence.
Visit our survey at http://dnr.wi.gov/customersurvey to evaluate how I did.
From: Craig Selander<craig@selander-architect.com>
Sent:Sunday, February 21, 2021 7:56 PM
To: Druffner,Jacob D- DNR<jacob.druffner@wisconsin.gov>
Subject: Floodplain Questions on a Project on Yellow Lake
Jacob —
I am an Architect developing a design for a new cabin on Yellow Lake in the edge of a floodplain. The address
of the property is 8036 Premo Road, Webster, WI. The current plan is to remove the existing cabin. A LOMA
was completed in 2020 for the previous Owner and it was determined the existing cabin is out of the
floodplain. I have attached an aerial of the property from the county website and a Site Plan Concept.
I have received a comprehensive Map of Survey of the site from Wagner Surveying as we needed to know
where the floodplain is located so we can properly address. I have been working with the Wagner Surveying
and Jason Towne to address the floodplain concerns. In December, Jason Towne indicated the next step was
to submit a CLOMAF-R and obtain approval from FEMA to build where planned; this would require adding
limited fill. At that time, he saw no other concerns.
Last week, I received a copy of the letter you sent to Jason Towne regarding Floodplain Zoning for Zone A and
AE with No Floodway Delineated. According to Jason, you letter outlining the requirements to build at the
edge of a floodplain changes how Burnett County has treated floodplains for decades. From Jason, I
understand the Owner we will now need to hire an engineer to certify that the fill will not increase the flood
risk.
Your letter states "Any development including fill cannot be placed in the floodplain without a floodway
delineation to determine whether the use is permitted and what impacts are on the regional flood
elevation." Can your review the attached information on this project and answer the following questions for
me.
1. Specifically what does an engineer need to complete for this new cabin to be built where planned?
2. Do you have any suggestions for an engineer I can contact to discuss and determine how to approach?
Drop me an email to my questions once you have reviewed. I appreciate your input and assistance.
If you have questions of me, my cell number is best.
Thanks,
Craig S aaA . e r
craiqselander-architect.com
Craig Selander, Architect, LLC
2
