Notice of Pending Application for Proposed Seawall
Susan Tollander on behalf of Burnett County, 8150 State Rd 70, Siren, WI 54872 has applied to the
Department of Natural Resources for a permit to replace a Seawall. The project is located in the SW of SW
1/4 of Section 26 in Township 40N, Range 16W located in Town of Oakland, Burnett County.
Devils Lake Public Access is a heavily used county park in central Burnett County. This access is the only
public boat launch on Devils Lake, and provides a dock, restrooms, and a parking area. Popular for
fishing and boating, Devils Lake sees a large amount of use from both residents and non-residents. Due
to several years of high water and ice damage, a large portion of the retaining wall and parking lot at this
access have collapsed, resulting in public safety and environmental hazards. To address public safety
concerns, a fence has been installed to keep park users away from the unstable wall and pavement. The
overall proposed project at this access includes the replacement of the existing wooden retaining wall
with a sheet metal wall, repaving the parking area, and installing new guardrails along the top of the
retaining wall. Replacement of the pavement and guardrails will address the public safety and
environmental issues that are occurring along the shore of Devils Lake, and will re-establish the parking
area at this popular boat launch. If this project does not move forward, a large portion of the park could
remain closed indefinitely, and erosion into the lake will continue.
The purpose of this project is to provide a long-term solution to erosion issues and public safety hazards
at Devils Lake Public Access, and to reestablish a safe parking area for recreational boating and fishing
purposes.
Burnett County will hire a contractor for the engineering and administration of this project. Project
Engineer will be responsible for design/specifications, bidding, and oversight of all work. The estimated
linear feet of sheet metal retaining wall to be installed for this project is 425' (405' along the lakeshore,
and 20' along the northwest end of the parking lot). These numbers are only estimates at this time, as
the project engineering has not yet been completed. Impacts to Devils Lake will be minimized through
the use of silt fencing, a turbidity barrier, and/or any other erosion control measures required by WDNR.
The Department will review the proposal provided by the applicant and any information from public comments
and the public informational hearing. The Department will determine whether the proposal complies with ss.
1.11,30.12 and 30.208, Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets
the standards in s. 281.36(3r), Stats. if the project impacts wetlands.
The Department has made a tentative determination that it will issue the permit for the proposed activity.
If you would like to know more about this project or would like to see the application and plans, please visit the
Department's permit tracking website at https://permits.dnrwi.gov/water/SitePages/Permit%20Search.aspx
and search for IP-NO-2021-7-01582.
Reasonable accommodation, including the provision of informational material in an alternative format, will be
provided for qualified individuals with disabilities upon request.
Any person may submit comments and/or request a public informational hearing by emailing
Dan.Harrington a(.wisconsin.gov or over the phone at 715.733.0019.
