Now Heidi Lieffort, Burnett County zoning,would like me to <br /> get a permit for a rented, non-permanent enclosure which she has been advised about and has failed to <br /> answer questions of which she volunteered her assistance. I certainly would like to come to an end of <br /> this, but I also would like to have peace with it also.So, I have a few questions and requests for you. <br /> In 2010 Jim Flanigan,the Burnett County zoning Administer cited me for installing a septic system <br /> without a permit(1). Flanigan, knew the house was built in 2001-02 and my parents were living there. It <br /> took Flanigan eight years to cite me for not having a sewer permit, did he not have jurisdiction in Daniels <br /> Township until Daniels Township was zoned? Flanigan was told by letter that he could not trespass on <br /> my property and was given a trespass notice as well as all involved including yourself of the published <br /> and recorded notice of trespass and trespass fees on my property. He went in front of Burnett County <br /> Judge Ken Kutz and obtained an inspection warrant(2),to come onto my private property along with a <br /> deputy(now Sheriff), and a state water specialist from Hayward,this action was protested by me. <br /> I was brought into court and Ordered (3) by Judge Kutz,That I Have to Get a Sewer Permit from Burnett <br /> County. Both actions of Flanigan and Kutz confirm the Trespass onto my Private Property.You were <br /> Burnett Counties Corporate Counsel agreeing with the same. <br /> I filed a Federal Lawsuit against Flanigan,you, Burnett County and Kutz along with others. As you have <br /> said in letters to me, (which I will not divulge out of respect for you, unless needed)that I lost those <br /> cases. I filed a 35 Land Patent suit with the Federal Court requesting that my private property rights of <br /> the Land Patent promised by the United States of America,would be guaranteed and upheld, <br /> unfortunately for all private property owners it was dismissed without prejudice, I would not bring a <br /> Federal Action of USC 35 this time. <br /> In 2016,you, representing Burnett County came again (letters). I decided I was going to settle this <br /> matter and applied for a permit with Burnett County and was DENIED. I sent you a letter stating that, <br /> and that after reading the Burnett County Ordinance on sewer permits it clearly states that a Licensed <br /> Plumber Has to Have a Sewer Permit(4), as well as the permit application that stated only a licensed <br /> plumber can obtain (5). I stated to you,as well as you and Flanigan know I am not a licensed plumber. <br /> (You replied by letter).The Burnett County Ordinance clearly states that a Licensed Plumber must have a <br /> permit, it doesn't say that a private property owner,that is NOT a licensed plumber, cannot put in his <br /> own septic system or is required to have a permit.You responded by letter. <br /> In my opinion you, Kutz, Burnett County,and others were not given the full truth by Flanigan and were <br /> drawn into or may be in Federal Court again. <br /> Just recently you sent me another notice(also stating that the time hasn't run out),that I am Ordered to <br /> have "Wade" get a permit,also I'm again being attacked by Burnett County zoning for a building permit <br /> for a rented enclosure that can be moved and or retuned at any time,as well as a change in zoning for <br /> my home and small church that was built and owned by me prior to Daniels Township being zoned. <br /> Burnett County zoning on the building permit demands that they have access to my private property at <br />
