Lipsett Lake Road <br /> Dear Mr. Snyder; <br /> During my inspections of the installation of the private on-site wastewater treatment system to serve your <br /> new home at 26270 W.Lipseu Lake Road,located in Government Lot 5,Section 13,T39N R14W,Town <br /> of Rusk,I observed that a considerable amount of grading around the building,and between the building <br /> site and the lake,has been done. No erosion control measures whatsoever have been implemented. Under <br /> Wisconsin Administrative Codes,best management practices for erosion control are required to be <br /> implemented on construction sites such as this. Further, should spring runoff erode soil into Lipsett Lake,a <br /> violation of Section 30,Wisconsin Statutes will have occurred,and will be subject to enforcement action <br /> by the Department of Natural Resources. <br /> At the present time,winter conditions preclude any erosion from occurring. The snowfall of the last two <br /> days should help reduce the depth of frost penetration,so some appropriate erosion control measures can <br /> still be implemented. At a minimum,silt fence should be installed along the edge of the graded area at the <br /> closest proximity to the lake,and another silt fence as close to the building site as practical,near the toe of <br /> the slope. Mulch also should have been placed on the exposed soil after grading was completed,however, <br /> that may now be impractical,due to snow cover. <br /> I understand that you will be implementing a shore land buffer restoration project that will establish ground <br /> cover in the near shore area in the spring. All that is necessary to accomplish now are measures to prevent <br /> erosion into Lipsett Lake from occurring during spring runoff and early spring rains,prior to the <br /> completion of that project. <br /> If you have any questions,contact this office anytime.
