On November 11,2021,the Section Chief sent the following message to Mr.Hansen of
Preserve Burnett County:
Your message has been forwarded to me for review but unfortunately didn't include the PDF referenced
in your original email. If you would, please forward that document including any data that you have for
campground usage. If you have specific thoughts on rule changes, you can send an email to our code
development staff so it can be properly tracked DSPSAdminRules@a,wisconsin.gov. Thank you for your
comments.
Based on the information regarding Preserve Burnett County I have received, and have seen on their website, they
oppose the creation of additional campgrounds/RV lots in Burnett County. One path they appear to be pursuing in
an effort to create a barrier to further campground development is to advocate for changes in code regarding
POWTS sizing for these campgrounds.
To be clear, the department certainly agrees the"correct sizing and management of campground POWTS is
critical to the health, safety and general welfare of campground occupants and nearby residents."
However, based on the information provided by Preserve Burnett County, it seems the intent in requesting
changes to code is not primarily to protect the health, safety and general welfare of campground occupants and
nearby residents, but to change code so that it serves as a hurdle to the development of the campgrounds this
group staunchly opposes.
Whether or not these campgrounds ought to be allowed is a policy matter that is simply not within the jurisdiction
of the department.Local governments have zoning and permitting tools at their disposal to restrict the use of
property within their jurisdictions. The department believes the correct sizing and management of campground
POWTS must be based on the best available science and data—not on whether the nature of the proposed
development is welcome in a community.Certainly, there are other, more appropriate, venues for policy
discussions regarding the location and approval of these campgrounds.
