As a trained <br /> Facilitator who worked on numerous Continuous Process Improvement Process projects during my 35-year military <br /> career, I know firsthand how difficult it is to: <br /> • Define the Problem(s),concerns, etc.,that created the workgroup <br /> • Identify Possible Solutions or desired goals <br /> • Prioritize &Select the best changes, solutions, adds, deletes,etc.to improve/fix the problem(s) <br /> • Implement the best changes, solutions, etc.through a Target Process or Mechanism <br /> I am not an expert on Campgrounds nor Land Use Law. I am a retired citizen who is willing to help the Land Use <br /> Committee improve Chap 30. <br /> Based on the minutes from your first meeting, I respectfully offer an initial framework to help guide the Campground <br /> Workgroup process. Always flexible, a framework will help determine what topics and speakers will best serve the goals <br /> of the workgroup. Full disclosure: I—like any other Burnett County citizen—have an opinion on what Chap 30 <br /> improvements would/could/should look like. That said, I'm a solution-based individual who will always provide a basis <br /> and a reason for any suggested inputs. (As a former Colonel in the USAF, I had dozens and dozens of folks under my <br /> Command always ready and willing to tell me WHAT needed to be done, but very few were willing to actually sit down <br /> and do the heavy lifting to honestly analyze and validate the WHY, HOW, and WHERE the input/change would lead. <br /> For your consideration, I offer the following as a possible framework: <br /> 1. Define the Problem(s), concerns,etc.,that created the Campground Workgroup: <br /> • Campgrounds and Trailer Parks as a Conditional Use in RR-1,2,3, and A-2 parcels <br /> • Impact of ACT 67 on approval/disapproval process in Chap 30 for conditional uses <br /> o The Act's impact on Local Discretion versus Substantial Evidence reasoning <br /> • Public Input/Reaction to post-Act 67 CUP decisions <br /> o Long Meetings are inefficient <br /> o Contentious Meetings are inefficient <br /> • Overall lack of Public and Developer understanding of the purpose, impact,and inter-relationship of: <br /> o Burnett County Chap 30 <br /> o County/Town Comprehensive Land Use Plans <br /> o 1999 WI Act 9 - Smart Growth Law <br /> o WI Statute 66.1001(3) - Comprehensive Planning&Ordinance consistency requirements <br /> o 2015 WI Act 391 - specifically Section 17 as it relates to CUPs/Comprehensive Plans <br /> 1 <br />
