Mr. <br /> Auleciems and his wife have rented this property to individuals <br /> seeking vacation getaways for many years . <br /> In 2017, Wisconsin enacted the Right. to Rent law that permits <br /> landowners to rent their property to people for short-term-type <br /> rentals, for 7 days or more . This law expanded landowner' s ability <br /> to rent their properties more frequently, and with less <br /> restrictions and prohibitions from local governments . The Right to <br /> Rent law, however, requires landowners to abide by certain <br /> prerequisites before they can rent their properties; the first <br /> being applying for and receiving a license from the Wisconsin <br /> Department of Agriculture, Trade and Consumer Protection (DATCP) <br /> for rental property that will be rented more than 10 days in a <br /> calendar year. <br /> Since 2017, Mr. Auleciems and his wife have continued to rent <br /> their property, and, in fact, have increased the quantity of the <br /> rentals, all without receiving the requisite DATCP license, nor <br /> meeting other necessary requirements of the 2017 Right to Rent <br /> law. <br /> With the increase in rental activity of the Auleciems' <br /> property, Plaintiff neighbors in this action have observed <br /> countless activities, conducts and behaviors of the Auleciems' <br /> renters that have impacted their use and enjoyment of the their <br /> own personal property, and which have caused angst and stress to <br /> them and their families . These activities have included loud music, <br /> excessive vehicles, UTVs and ATVs, and trailers parking all around <br /> both on and off the rental property, parking on the neighbors' <br /> properties, obnoxious and foul septic odors , trespassing on the <br /> neighbors' lawns and in wooded areas, urinating on the neighbors' <br /> properties, damage to the neighbors' trees and lawns, and rental <br /> occupants exceeding 14 , 16, 18 , or poss-bly more . <br /> 2 <br />
