Edward Joseph Cycenas, patent assign
Non-Domestic,
C/o: 7507 Woodland Estates Road
Siren [54872], Wisconsin
To: James Flanigan
23889 151 Ave.,
Siren, WI 54872
To: BURNETT COUNTY
7410 COUNTY ROAD K, #102
SIREN, WI 54872
Dear Sirs;
I have been forwarded a copy of a letter by Jim(James) Flanigan asserting to Spencer
Cobb that my patent-land and patent-rights are again being made subject to a BURNETT
COUNTY Ordinance thus being trespassed/infringed thereby. This time is would appear that you
mean to apply the internal BURNETT COUNTY Subdivision Ordinances to my private-
property/patent-land which lies "without"BURNETT COUNTY. Your actions thus deprives me
of my right to exclude you and your"regulations"from my private-property and constitute a
constructive entry/trespass/infringement/taking (HEREINAFTER: Infringement). The fee for
Infringement should by this time be well known to you through Notice served upon you, notice
posted on the land, Public Notice published in the Paper of Record, federal suit, and through
billings presented to you and as yet remaining unpaid, unabated and adding-up.
It would now appear that your multiple actions under color of law are knowing, willful,
intentional and by continuance malicious. You have foreclosed your opportunity to apologize
for your last activity and I see no reason why criminal prosecutions should not be pressed against
each and everyone involved under one or more of the following federal statutes: 18 U.S.C. 242
(deprivation of rights under color of law), 18 U.S.C. 241 (conspiracy to deprive rights), 18
U.S.C. 666(a)(1)(A) (Theft/fraud/etc. in government), 18 U.S.C. 1341 (Mail Fraud), 18 U.S.C.
1961 (R.I.C.O.).
For the last time, My patent land is not subject to your internal regulations and any land I
own an interest in is protected by patent from your infringement. Consider this my Notice of
Intent to Sue on this subsequent act of infringement. You still have not fired James Flanigan and
the others, so BURNETT COUNTY and it's Board Members must be admitting that they are
respondent superior and co-conspirators in James Flaingan's initial acts of flagrant taking under
color of law and even more so in his subsequent acts. I venture to guess that even the most
generous of insurance companies will not cover a subsequent act, materially similar, as an
"error" or"omission". Until each and every Infringer obtains a written permit or is fired,
BURNETT COUNTY and all Board Members who haven't quit will continue to incur additional
fee/fines and I can see no reason why some or all wouldn't face criminal charges.
