I, Carol Rogers,hereby make application to the Land Use and Information Committee for a Conditional <br /> Use Permit(CUP)for the following: <br /> I am requesting a Conditional Use Permit to be allowed to rent my property during the summer months <br /> (primarily mid-June to mid-September)and occasional weekends throughout the year. Many of the <br /> renters are family groups and many have childhood memories of spending vacations on Lipsett Lake that <br /> they want to share with their children or friends. I have had requests from current Lipsett Lake property <br /> owners and families who needed a place to house their families and guests for vacations and holidays. <br /> Because I was unaware of the requirement for this permit, I have rented the cabin in this manner for a <br /> couple of years,always paying Wisconsin sales tax,as this was the only requirement of which I was <br /> aware. I have had an overwhelming percentage of very respectful, kind, and responsible renters. I have <br /> used the online site Vacation Rental By Owner(VRBO),and have not had commercial management for <br /> this process. I have employed local residents(within 10 miles)for cleaning and handyman work. I also <br /> have a second tier contact who live in the Twin Cities and is available to address issues or concerns, <br /> because I live too far away to respond to urgent needs quickly. <br /> My Mother and I purchased the property in the Fall of 1994.We purchased it as a place for our <br /> extended family to enjoy summer fun on the lake,as well as weekends year-round and beautiful winter <br /> holidays.We enjoyed this for many years. After my Father passed away and my Mother's health <br /> deteriorated,the use of the cabin was greatly reduced.Because I love the property, still treasure our <br /> annual vacations there, and hope to retire there at some point, I opted to find a way to keep and <br /> maintain the property as well as allow others to enjoy the wonders of Lipsett Lake. I am also a single <br /> adoptive parent of two children,one college-aged and one nearly college-aged.The income from <br /> renting the cabin is very important to my livelihood for the next few years, and for the ability to <br /> maintain the cabin. <br /> I was unaware of ANY issues with renters or complaints from neighbors until I received notification from <br /> Burnett County. Shortly thereafter I received communication from the Wildwood Trails Association, of <br /> which I have been a member for 20 years. I have included my communication with them with this <br /> application.Although I anticipated a response from them regarding the many accommodations I <br /> proposed, I have yet to hear back from them. I will be happy to follow up if the Land Use Committee has <br /> further questions. I have spoken with the nearest neighbor(with whom 1 share our pontoon boat)every <br /> summer,and inquired about the behavior of renters. He had only one negative report that, had I known <br /> about when it occurred, I would have had my local caretakers address immediately. <br /> As much as anyone in the area, I want to preserve the peacefulness and beauty of Lipsett Lake. If I lived <br /> closer to the area,there would be family and friends at the cabin as my guests much more frequently <br /> than there are currently renters there now. I don't believe that having responsible renters is any <br /> different than having my family and friends as guests, provided I have resources in place to properly <br /> monitor their activities and respond quickly if there is a need. I have such resources in place locally and I <br /> am committed to ensuring that all local rules and my rental agreement are strictly followed. <br /> =},<IV. CA regards, <br /> 00.,� <br />
