Burnett County Land and Water Conservation Department
7410 County Road K, #109
Siren, WI 54872
Telephone#(715) 349-2186
Fax#(715) 349-2102
September 7, 2001
Norman and Jean Flaaten
1942 Sykes Road
Spooner, WI 54801
Dear Mr. and Mrs. Flaaten:
A vegetation protection area is required as a condition of the land use permit for your property
located at 1942 Sykes Road in Burnett County. There are restoration requirements to establish
the vegetation protection area(the buffer).
The vegetation protection area is 50 feet deep on Class 2 lakes such as Rooney Lake. The
vegetation protection area(the buffer) consists of two major components: the first component
(35 feet deep) is a no-touch, natural vegetation zone, and the second component is a minimum
maintenance zone. A single viewing/access corridor up to 30 feet wide may cross both zones
perpendicular to the shore. Vegetation removal and land disturbing activities are
prohibited in the no-touch zone. Limited pruning and mowing are allowed in the
viewing/access corridor and the minimum maintenance zone. Walkways, pathways, and
stairs must be located in the viewing/access corridor; and piers, wharfs and lifts must be placed
in water immediately in front of the corridor.
To restore the area, do not mow the vegetation protection area from 0 to 35 feet back from the
ordinary high water mark. As mentioned above, a single viewing access corridor up to 30 feet
wide is permitted. Plant 20 native shrubs in the buffer area. Choose at least two types of native
shrubs from the Woodland Edge Oak/Pine Barrens list of plants on page 27 of the enclosed
Shoreline Buffer Restoration Landowner Guide. Serviceberry and Snowberry are
recommended. The guide also includes planting instructions and possible sources of native
shrubs. You may also transplant shrubs from nearby wooded areas.
The concrete patio area in the viewing corridor must be removed according to zoning office
requirements. It may also be covered with at least six inches of topsoil and seeded to lawn
grasses.
