Notes of Phone conversation of February 3, 2009,with Robert Buberl <br /> (revised 02106/009) <br /> On February 3, 2009, midafternoon, I took a phone call from Robert Buberl in regard to <br /> the Notice of Violation he received from this office pertaining to the depositing of <br /> rubbish to compost on land he owns in Section 19 in the Town of Jackson. <br /> Mr. Buberl expressed his concern about receipt of the notice, felt that rubbish was not <br /> what he had brought there; that it was compost that he intends to incorporate into the <br /> sandy soil to enhance food plots for wildlife. He admitted hauling it in"just before deer <br /> season." He offered to bring up equipment to spread the piles out, if that's what we were <br /> concerned about. I advised him that he need not do that now,that we were in the process <br /> of determining if a violation exists, or if a regulated activity requiring permitting was <br /> present, and that we would get back to him when weather conditions permitted Zoning <br /> and Land and Water staff to properly evaluate it. <br /> Mr. Buberl also inquired as to who complained about it. I explained that the referral to us <br /> came from the L&WCD, and that we responded by sending notice of the potential <br /> violation to him as the landowner, to initiate contact with us, which he has done. <br /> Primarily, I listened to his description of the composition of the material he has brought <br /> to the site(all clean compost, according to him), and reiterated that we have viewed <br /> photos only to this point, and would have to investigate the situation to make a final <br /> determination of the status of his actions. <br /> Craig Conroy <br /> Assistant Zoning Admin. <br />
