At <br /> that time the owner had an option of allowing access to the river front by easement. The <br /> previous owner creating this parcel chose not to provide this access with the knowledge <br /> that no fill would be permitted across the wetland. <br /> I assume when you purchased the property you were aware of the restriction on filling the <br /> wetland for access and I believe we discussed the option of building a 4-foot wide <br /> walkway across this wetland. <br /> The permit request for fill is denied. This property has reasonable building sites not <br /> requiring wetland fill.
