CUP-16-27: McCann August 29, 2016 <br /> Burnett County Staff Report <br /> Application Request: <br /> To expand the existing campground by 15 sites resulting in a total of 35 seasonal sites and 5 short term <br /> campsites in 2017. Total number of sites will be 40. <br /> Current facts about the parcel: <br /> - PIN#07-028-2-40-14-25-5 05-001-013000, PIN#07-028-2-40-14-25-5 05-001-014000 and PIN# <br /> 07-028-2-40-14-25-5 05-002-027100, located in Section 25,T40N, R14W(Town of Scott). <br /> - Zoned RR-1: 30,000 sq ft minimum lot size, minimum width 150 ft. 30-413. <br /> - The parcels are approximately 16.2 acres. Based on RR-1 sizing(30,000 sq ft)the density would <br /> allow for no more than 23 lots if the property was developed as a conventional subdivision. <br /> - Campground rules [30-543(b)(1)c) states maximum of 10 sites per acre. Based on the size of this <br /> parcel that would be a maximum of approximately 162 sites. <br /> - The current owner obtained the property via Land Contract Doc#435072 recorded on 5/4/2015 <br /> and Amended Land Contract Doc#435614 recorded on 6/12/2015. <br /> - According to the FEMA floodplain map a large portion of the parcels are in the floodplain. <br /> - According to the WI DNR wetland map there are some wetlands on the parcels. <br /> - State campground roster dated 6/5/2014 shows this parcel as licensed for 25 sites open all year. <br /> Applicable Conditional Use: <br /> Per 30-85(2), "Mobile home parks and trailer parks subject to the provisions of article V of this chapter." <br /> Per 30-85(4), "Recreational service orientated uses such as resorts and motels ...requiring state licensing <br /> under Wis.Admin. Code ch. HFS 195...and other recreational services,which in the opinion of the land <br /> use and information committee are of the same general character or clearly incidental to a permitted <br /> use, or use authorized by conditional permit." <br /> Per 30-543, Camping and camping grounds. <br /> Permits of Record: <br /> Conditional Use Permits: <br /> CUP-1072 in 1996 to expand by 24 units, add shower house and store. Denied,too many violations. <br /> CUP-1117 in 1999 to expand by 24 units, add 12 unit motel, bait store and shower house. Denied, <br /> too much opposition and wetland fill was not approved. <br /> CUP-1350 and CUP-1352 in 2012 to construct 4 duplex structures with 8 units for short-term rental <br /> and to construct a lodge/pool/restaurant/lounge building. Approved. <br /> CUP-16-02 in 2016 to expand by 30 units resulting in a total of 55 units(50 seasonal and 5 short- <br /> term). Denied, too much opposition. <br /> Page 1 of 4 <br />
