PROJECT NUMBER: 34642 <br /> Is� Dear Ms. Radke: <br /> Ramaker & Associates, Inc. (RAMAKER) was retained by Central States Tower III, LLC (CST),to complete a <br /> NEPA and Section 106 review of a proposed antenna and equipment installation to a proposed 255-foot <br /> lattice (self-s tower (overall height with appurtenances of 260 feet). The proposed activity is <br /> / S5 located 8095 ounty Road C in Webster (Town of Jackson), Burnett County, Wisconsin. The property <br /> //IJs`//'J,y� is further'iftnTified as being located in the Southest 1/4 of the Southeast 1/4 of Section 21,Township 40 <br /> North, Range 15 West. The location of the property is depicted on the attached Birch Island Lake, <br /> Wisconsin Quadrangle Theproject is located cated at: 45° 56' 01.89" North and 92° 13' 08.81" West. <br /> q q tl <br /> T of ail approxim/ately 100-foot by 100-foot lease area that is currently <br /> wooded pasture Ian ST is proposing to develop the property with a 255-foot lattice (self-support) <br /> ower and a -foot by 90-foot fenced tower compound. The tower compound will include the tower, a <br /> common utility H-frame and future equipment cabinets. It is worthwhile to note however,that the <br /> compound has also been designed to be suitable for additional wireless carrier equipment <br /> shelters/platforms and the associated tower-mounted appurtenances (ante s, mounts, RRUs, dishes, etc.). <br /> The r ower site's access an will originate at County Ro nd continue approximately <br /> one-quarter mil west throng agricultural la to the CST compound. Historical resources / pl� <br /> reviewed by RAMAKER indicate that the property has been use exclusively for agricultural purpose c <br /> has been undeveloped "vacant" land since at least the 1930s. Neighboring grope a simi ar <br /> large tracts of agricultural land wit catter d residential/agricultural development along neighboring <br /> roadways, including County Ro Aerialographs depicting the site and neighboring property's / <br /> current land use are included. ��94�„i/c�5 /� /5 i goJorsu��r�//S/ <br /> The Section 106 review completed by RAMAKER considered both the Direct (area directly disturbed by <br /> the proposed undertaking) Area of Potential Effect (APE) and Indirect (viewshed area) APE. The APE <br /> reviews completed by RAMAKER concluded the following: <br /> • DIRECT APE:When considering the Direct APE, RAMAKER consulted with John Hodgson,Archaeologist <br /> with Phase One Archaeological Services, Inc.. Mr. Hodgson completed the appropriate due diligence <br /> as part of the Direct APE review and concluded that the proposed CST undertaking would have "No <br /> Effect”to the Direct APE. A more detailed summary of these findings can be found in the Direct APE <br /> Summary report,completed by Mr. Hodgson. <br /> • INDIRECT APE: Using the FCC's guidance, RAMAKER reviewed a three-quarter mile search radius of <br /> the proposed undertaking to consider the potential for viewshed impacts to historic structures within this <br /> search area. RAMAKER completed research,consultation,and a window survey of the Indirect APE to <br /> qualify the presence of historic structures within the APE.
