12/3/2017
To:
Jesse Malsom
Voyager Village General Manager, 28851 Kilkare Road, Danbury, WI 54830
CC:
Town of Jackson, Burnett County, 4742 County Road A, Webster, WI 54893-883
Burnet county Public Health, 7410 County Road K, Suite 280, Siren, WI 54872
It is not easy case about my non-adequate neighbor Craig Hawkins.
He has medical problems also aggravated by alcohol and drug. His yard is in continuous
disorder threatening contamination of all around by spreading plastic wraps, paper and cans
blowing by wind, including to my yard. During raining and snow melting it can also
contaminate groundwater. Voyager Village administration suggested help when he got from
hospital after seizures, bringing him dumpster, but he did nothing. Then VV volunteers
cleaned his yard garbage into dumpster. He arrived, pulled few things form dumpster and
that is it. Now his yard looks as dump side again - pretending to garage continuous sale of
unknown origin stuff. His attempt to use his construction wood to make picnic tables failed,
but he used road shoulder for his display. Voyager Village people cleaned the road moving
stuff to his yard now. His girl friend was throwing rubbish over the road from his yard. He
used to disappear for months leaving his up to six cats behind. Now he left and his cats
wondering around. Humane society refused to take care about those cats, saying that
coyotes and owl will take natural care about those cats. I was feeding them time to time.
Craig was threatening to kill me twice using dirty language. Last time he did that after he
was burning something in his yard with loud like gun shots sounds and I called police and
fire guard arrived and talked to Craig. Then he was yelling from his yard promising to kill me.
I consider that as a not real threat, but as his non adequate nature.
He also was burning plastic with corresponding smell.
Police officer talked to me and asked to notify him about any problem and not to confront
Hawkins by myself. Definitely Craig has rights to be on his property, but he has duties to
keep property in order and behave himself. Seems he was not paying electrical bills and last
his presence was in full darkness. Don't know about his tax and association fee bills. Last
spring he has connected his extension cord in my absence without permission, also has
broken the outlet.
His alcoholic father used his lot as a landfill rising part of his yard by trash including plastic
buckets, old tires and other rubbish, contaminating the lot. Craig is continuing that type of
behavior.
Don't know what kind of levers town, Voyager village and county have to address those
problems. Only decontamination of Craig Hawkins property can cost dozen thousands, and
he, definitely, can't afford that even would willing put his lot in order. Soon his trash will be
covered with snow and will look better until snow will melt and filter through all that trash to
the ground water.
honestly tried to help him at the beginning, but his behavior made normal relations
impossible.
Please, take care at least about no healthy environment conditions of his yard.
Such neighboring may prompt me to abandon living at Voyager Village, despite I generally,
like area and I met many good people in VV.
Thank you
Igor Blokhintsev RECE
28565 Great Bear Path Way, Danbury, WI, 54830 DEC715-259-3661 0 8 2017
Burnet Co,DHH6
