Meyer, Secretary <br />Telephone 608-266-2621 <br />Toll Free 1-888-936-7463 <br />TTY Access via relay - 711 <br />M <br />7RESSOMURCES <br />Burnett County <br />CORR <br />FIST# 16665 <br />Subject: Complaint — Improper disposal / storage of solid and hazardous waste materials <br />21303 County Road M, Town of Trade Lake, Burnett County, Wisconsin <br />Dear Mr. Denn: <br />On February 26, 2018, I received a complaint regarding the disposal/storage of solid and hazardous waste <br />materials on the property located at 21303 County Road M, Town of Trade Lake, Burnett County, Wisconsin. <br />According to records, you are operating a junk recycling/scrapping business at this address. <br />According to the report, you are improperly disposing of/storing a large amount of solid and hazardous waste <br />material generated from your business operations on this property. The department wishes to remind you that you <br />are responsible for all legal requirements as they relate to the handling of waste materials generated. <br />Based on the complaint, you are collecting and processing vehicles, recreational vehicles, metal, and other <br />materials. As you may know, there are various state laws that regulate solid and hazardous waste materials. <br />These protections were put in place by the legislature to assure that the environment and water resources of <br />Wisconsin remain safe for all citizens. <br />This letter is to inform you of the complaint that we received, to inform you of the types of materials that the <br />department regulates in situations like this (scrapping and salvage activities), and to ensure that any regulated <br />materials are disposed of properly, Listed below are some materials that you may handle at your salvage <br />business. <br />Refrigerants -Freon Abatement <br />Salvaged vehicles, as well as refrigerators and other heating and air conditioning equipment, may contain <br />refrigerants like Freon and other chemicals. Per ch. NR 488, Wis. Adm. Code, regulated refrigerants — CFCs, <br />HCFCs, HFCs, PFCs, and blends — cannot be released into the environment when salvaging or dismantling whole <br />units of any type of refrigeration or air-conditioning equipment. They must be properly recovered using approved <br />equipment and transported by a DNR certified entity. <br />The facility recovering these refrigerants must be registered with the DNR, keep records of their recovery <br />activities and supply documentation that the refrigerants were properly removed to whomever receives the <br />scrapped equipment. Anyone hauling equipment that is to be salvaged and still may contain refrigerants must <br />annually certify "Safe Transport" to the DNR.
