WI DNR Enforcement Conference re: Tim Vasatka properties on Black Brook Road and the Webster
Motel site in Webster, WI.
Location: Spooner DNR HQ.
3/20/2018
Enforcement Conference convened on 3/20/2018 at 1:00 PM with Mark Chamberlain, Bob Germer,
Michelle DeBrock, Shane Buchholz, and Mike Taylor. DNR Representatives request that Burnett County
hand out information related to state laws regarding razing of Commercial Facilities.
Mike Taylor specified approximately 300 cubic yards of waste were moved to Black Brook Road site from
the Webster Motel site. Tim was absent due to family emergency issues. No pre -inspection of the
building was performed as required by state laws. No notification of razing was given to the DNR as
required by state laws.
The resulting waste from the property is laden with asbestos containing materials. Some of it, friable.
This type of waste was find its way into a specified landfill that can handle such waste. Mike states that
he puts the onus on the owners to abate any asbestos prior to his work being done per disclaimer. The
DNR still holds him responsible unless he obtains a signed statement or proof.
Mike states the pressure from the village of Webster prompted them to move what materials they could
to the Black Brook Road site. After which they would tear down the home on said site and move all the
materials to a dump at once when feasible. Mike states he wetted the materials and covered them
before transport.
The Webster Motel site is riddled with debris containing asbestos including insulation, cement sheet,
and glue used for the tiling on the floor. Mike's crew is not certified to use hand methods to remove the
waste. They would need to hire an abatement company to come in and remove all asbestos materials
from the concrete slab or move the entire slab to a specialized landfill using heavy equipment.
DNR sets a tentative deadline of May 1, 2018 to clean up the Black Brook Road site. They will not set a
date for Webster Motel site until they talk to the owner. There is supposed to be a future conference
call with Tim Vasatka (owner)
