The project site is the <br />same as that for which the "t. Paul District issued a ;epartk,ent of the Aria <br />permit on Jun•_ 6. 1985. that peruit authorized fi.11ing for a 15 -foot access <br />path through the wetland to the lake. According to the drawi:q, Submitted with <br />your recent application, the path has been built. <br />The permit we issued was for a modified vert;ion of the project you had <br />originally proposed, which was to fill the entire wetland area adjacent to the <br />lake. In your current application you again propose to till they entire area. <br />As we explained to you in our letter forwardlin your unvalidatee perni.t (copy <br />enclosed), the wodification of your proposal was neceaoary to minitrixe wetland <br />destruction. Our decision was in coupliance with Federal re-,ulations and <br />guidelines that discourage unnecessary filling in w tla%ldk; and other waters of <br />the United States. <br />In your current application, there is no indication then ci,rcuractances <br />have changed so that our permit decision would be in av, way different from <br />the previous one.
