My name is Suzanne Vitale. I live in the Town of Wood River. <br />As a director of the Concerned Citizens of Big Wood Lake, I have become aware that someone at the <br />county has given the Kinsellas a green light to begin operating the camp without a conditional -use <br />permit — in direct violation of your committee's own request for an environmental impact assessment. <br />Apparently, that person at the county is taking a letter from the Converge Great Lakes group that <br />previously owned the camp at face value. Their letter states that the camp was "maintained" as a camp <br />all the way through the purchase date. <br />The law requires that the camp be "operated" as a camp, not "maintained." The last time the camp had <br />any sort of event was in January of 2018 —16 months ago. It was used for shooting practice for a law <br />enforcement unit. To my mind, that doesn't count as "operating" as a Bible camp, either. <br />I also need you to know that the camp was NOT properly maintained during that time. Members of our <br />group were explicitly told by the Kinsellas themselves that the chapel and the office buildings were filled <br />with mold and unable to be used. That is not my definition of being "maintained." That is my definition <br />of NEGLECT by the Converge Great Lakes group. The Kinsellas gutted and repaired both buildings. It <br />appears they did all this work without any sort of work permit from the county or the town. If any <br />permits have in fact been issued, I'd like to see them! <br />There is no way that the camp can be considered as in "operation" if the buildings had to be gutted and <br />repaired. Someone at the county is giving the Kinsellas permission to operate. That person is taking the <br />decision out of the hands of our elected representatives. He or she is overstepping his or her authority. <br />ask that you put a stop to that.
