There has been no programmed use of the Camp property during the 24 <br /> months since its last campers left in the summer of 2017. <br /> 2. WLCRV began its redevelopment of the former Bible Camp in late December <br /> 2018. WLCRV filed a request with the County Land Services Department on January 7, 2019. <br /> The request was for a Conditional Use Permit,which was numbered as "CUP 19-02." CUP 19- <br /> 02 sought a conditional use permit that would allow WLCRV to re-develop 40 acres of the <br /> property with 91 RV campsites. Another 20 or more acres would be designated for RV use with <br /> a large,unspecified number of campsites. <br /> 3. After learning of significant objection to their plan by adversely affected property <br /> owners and the public, WLCRV withdrew CUP 19-02 on January 31, 2019. On that same day, <br /> WLCRV submitted a new second CUP application, which was identified as "CUP 19-04." <br /> 4. CUP 19-04 stated that it was proposing to re-develop portions of the former Camp <br /> property as a"recreational campground." The proposal also called for adding 27 structures <br /> characterized as"park model cabins"to be placed amongst the existing former camp buildings. <br /> In addition, "15-25 spots"would be designed to be used as overnight RV and camping sites. <br /> 5. CUP 19-04 was reviewed by the County at a public hearing on March 5, 2019. <br /> Over 1200 objections to the plan were submitted. The County Land Use and Information <br /> Committee tabled CUP 19-04 and directed WLCRV to prepare a comprehensive plan for the <br /> property including an environmental impact assessment. WLCRV rejected the Committee's <br /> directive and rather than prepare the environmental assessment and comprehensive plan, <br /> WLCRV again cancelled and withdrew its request for a conditional use permit. However, in the <br /> weeks that followed its withdrawal of CUP 19-04, WLCRV began to construct new structures <br /> and otherwise redevelop the former Camp property.
