2
as a relief to the structure during periods of high water. 'Regional flood" is defined as a
flood determined to be representative of large floods known to have generally occurred in
Wisconsin and which may be expected to occur on a particular stream because of like
physical characteristics.
6. The Town of West Marshland shall be responsible for maintenance of the structure,
including keeping it free from obstructions.
7. Placement of fill and excavated materials shall be confined to the road right-of-way. No
other fill shall be placed in wetlands or in the hydraulic floodway of the stream. Demolition
materials shall be properly disposed of on an upland site.
8. The box culvert invert shall be set approximately ten inches below stream bed elevation to
allow seasonal movements of fish at all times.
9. The flow of the stream must be maintained during the structure replacement activities (i.e.
damming the water and pumping it around the site, using a temporary diversion channel,
etc.). Cofferdams must be constructed out of non-erodable materials.
10. The plans should reflect that any dewatering required during construction shall be properly
treated before it is allowed to enter any wetlands or surface waters. The contractor is
responsible for using dewatering management practices that comply with the DNR technical
standard 1061, which can be viewed at http://dnr.wi.gov/runoff/stormwater/techstds.htm
11. This concurrence letter does not provide approval for the stormwater permit application.
Approval for that portion of the project will be provided under separate cover.
This approval does not relieve you of any responsibilities under municipal ordinances or the
current DOT Standard Specifications for Road and Bridge Construction. Further, this approval
should not be interpreted to convey any assessment of the structural adequacy of the structure
to support loads imposed on it. If you are unsure or have questions regarding engineering or
erosion control methods, please feel free to contact Bill Zimmer, DOT Northwest Region, at
715-635-5014. If you have any questions regarding this letter, please do not hesitate to contact
me at 715-635-4229. Thank you for providing us an opportunity to review this project.
Sincerely,
Amy Cronk
Environmental Review Coordinator
cc: Ruth King, Spooner
Pete Engman, Crex Meadows
Sean Bohan, AEC
Bill Sande, ACOE — Hayward
Jim Flanigan, Burnett County Zoning Department
Bob Morehouse, Burnett County Highway Department
