CUP-19-23: T & T Leisure (Voyager Campground) October 29, 2019 <br />Burnett County Staff Report <br />Application Request: <br />To expand the campground by adding 28 campsites over the next three years for a grand total of 74 <br />campsites. <br />Current facts about the parcel: <br />- PIN # 07-012-2-40-15-21-1 01-000-012000, located in Section 21, T40N, R15W (Town of <br />Jackson). <br />- Zoned RR-3: 5 ac minimum lot size, minimum width 300 ft. 30-413. <br />- The parcel is approximately 15.8 acres. Based on RR-3 sizing (5 ac) the density would allow no <br />more than 3 lots if the property was developed as a conventional subdivision. <br />- Campground rules [30-543(b)(1)c] states maximum of 10 sites per acre. Based on the size of this <br />parcel that would be a maximum of approximately 150 sites. <br />- The current owner (A&BC, LLC) obtained the property via Warranty Deed Doc # 431333 <br />recorded on 8/1/2014. The applicant (T & T Leisure) has an offer to purchase from AB&C LLC <br />contingent on this expansion being approved. <br />- According to the FEMA floodplain map there are no floodplains on the parcel. <br />- According to the WI DNR wetland map there are some wetlands on the parcel. <br />- 2019 state campground roster shows them licensed for 40 sites, prior CUP from 2011 shows <br />they had 46 sites at that time, Sanitary permit from 1973 shows they had 35 sites at that time. <br />Applicable Conditional Use: <br />Per 30-85(1), "Manufactured home parks and campgrounds subject to the provisions of article V of this <br />chapter." <br />Sections 30-543 and 45-386 covers camping and camping grounds. <br />Permits of Record for the parcel: <br />Land Use Permits: <br />■ 3196 — Issued 1973, Structure 24x28 <br />■ LUP-14-270 — Issued 2014, Accessory Structure - Pavillion <br />■ LUP-17-459 — Issued 2017, Accessory Structure - Shed <br />Conditional Use Permits: <br />■ 1307 — 2011 — Approved for a total of 70 campsites. <br />Rezone Applications: <br />■ 2011-01— 2011— Approved to rezone from PUD (Planned Unit Development) to RR-3 <br />Sanitary Permits: <br />■ 3196 — Issued 1973, system for 35 campsites. System last serviced in 2011, was due in 2014. <br />■ 35706 — Issued 2012, this is a "reconnect" permit, appears to add 27 sites, shower house and <br />dump station to permit # 3196.
