NORTH COUNTRY <br /> SURVEYING INC <br /> Douglas R.Crane,P.L.S. www.ncs-wi.com <br /> 7875 Big Doctor Lake Road, Siren, Wisconsin 54872, 715-349-5957 <br /> Surveyor' s Report <br /> RE: Flood Plain Issues - Holmes Lake <br /> Location: SEI/4-SWI/4, Section 30, T37N-R18W <br /> Date: October 1, 2016 <br /> Purpose of Report <br /> My clients for this report are Tony Zurawski (owner of Lot 1 - CSM No. 594A and Lot 2 -CSM <br /> No. 886),John Rieschl (owner Lot 3 -CSM No. 886), and Adam Lesak(owner of Lot 4 CSM <br /> No. 4096). These lots are located on the east shore of Holmes Lake. Holmes Lake was not <br /> meandered in the original Government Survey. <br /> Mr. Zurawski has constructed a shop building that Burnett County has determined in a flood <br /> plain. The details are discussed as part of this report. Mr. Lesak would like to build a new <br /> home on his lot and has run into flood plain classification issues. Mr. Rieschl is limited in what <br /> he can do in the future due to the flood classification of his property. <br /> The purpose of this report is to document the flood plain situation that my clients are facing. <br /> Furthermore, we will look at the background of how this situation came about due to a blunder <br /> on the Flood Insurance Rate Map. We will discuss the need to have a procedure for local Flood <br /> Plain Managers to allow for construction in Zone A when the circumstances like this clearly <br /> dictate that there are no potential floodplain problems. <br /> Holmes Lake <br /> Holmes Lake is listed as a seepage lake with an area of 54 acres, in the Wisconsin DNR <br /> publication entitled Wisconsin Lakes. The lake has no inlet. It has an outlet with a significant <br /> stream exiting the lake near the northwest corner. The stream runs west about 1000 feet and <br /> discharges into the Trade River. This stream exits Holmes Lake by flowing through two 42 inch <br /> culverts under Range Line Road. <br /> Flood Plain <br /> The area around Holmes Lake is mapped as Zone A on FEMA's Flood Insurance Rate Map <br /> (FIRM)Panel 567C for Burnett County (550032). A copy of a portion of this map is included in <br /> the Appendix attached to this report as Exhibit 1. Zone A has no flood elevation established for <br /> the flood, which makes it difficult to work in areas designated as Zone A. <br />
