Mr. Towne provided the number of citations the <br /> department gave out by year and what the violations were. Mr. Towne reviewed the protocol for <br /> site visits for every permit. After this review, the department will write the conditions to fix on <br /> the approved permit. Corporation Counsel Stephanie Thomas-Schmidt noted a flyer is being sent <br /> out with the tax bill to educate on what you need for permits. Mr. Ehalt stated this is not a <br /> revenue maker for the department. Ms. Thomas-Schmidt stated the citiation goes through her <br /> office first. The individual receives a court date and has a chance to enter a not guilty plea. They <br /> can request a court date or jury trial date and can request a status hearing to discuss an <br /> agreement. The goal is compliance, safety and well-being. She reviewed the citations and court <br /> costs. Mr. Towne's goal is to treat everyone equally and fair. Supervisor Karen Laqua Anderson <br /> thinks it is important that they acknowledge what the staff is tasked with. Mark Krause of <br /> Wagner Surveying stated he works and deals with the public to educate them and works with Mr. <br /> Towne to get things rectified. It is alarming how many people don't know when they need a <br /> permit. Mr. Krause made comment on a survey done as part of the comprehensive pklan and how <br /> the majority of responders were non-residents. He feels the results were tipped considering that <br /> fact and there was a poor turn-out as well. Mr. Krause agrees there is not enough education for <br /> the public. <br /> Don Hamilton would like to see unscheduled and scheduled permit inspections. <br /> Don Taylor stated zoning is difficult and doesn't make everyone happy. There are things that we <br /> can do and things we can't do. State statutes have to comply with ordinances and enforcement <br /> can help people understand how to comply. Everyone has a job to do and we have to follow <br /> statutes. <br /> Diane Lund, Town of Siren Supervisor, frequently attends the Land Use and Information <br /> Committee meetings. She receives many phone calls if someone needs a permit in the Town of <br /> Siren. The public needs education on when a permit is needed and the landowner needs to take <br /> responsibility if they need a permit. <br /> Chuck Awe stated he listens to public comments. <br /> Supervisor Tucker would like to see fewer regulations in the ordinances. He discussed salvage <br /> yards and its definition or lack of definition. He stated all county citizens depend on water <br /> quality. There was a study done years ago on the water quality in the Crex Meadows area that <br /> was spearheaded by the then, Land Conservation Department. Mr. Tucker noted the study <br /> showed a decline in water quality. In returning to the salvage yard issue, Mr. Tucker discussed <br /> people's hobbies and having vehicles on their property and properties actually being defined as a <br /> salvage yard. He wants to see relaxed ordinance enforcement. He did not like to hear they are <br /> taking aerial photographs to identify clean-up needs for properties. He feels the ordinances need <br /> to be closely reviewed and changes made. <br /> Mr. Ehalt stated we address these issues through committee as they can change ordinances and <br /> bring changes back to the County Board as well as how addressing enforcement should be <br /> handled. <br /> Supervisor Moyer does not want people's property searched. <br /> Supervisor Shimanski stated there needs to be enforcement and education on the subject matter. <br /> He thinks the education is poor and the website is not good.
