m.That"by not claiming or paying for these water rights at the time of the Homestead Grant,the
<br /> COUNTY OF BURNETT INC,THE STATE OF WISCONSIN INC,or any other individual or entity is
<br /> now BARRED from claim;"
<br /> n.That 1,Edward Joseph Cycenas,own as an appurtenance, inter alfa, the water in the air above my
<br /> private property, lying on the surface of my private property,or that lies below the surface of my
<br /> private property,and this said water is not for the taking by BURNETT COUNTY INC, STATE OF
<br /> WISCONSIN INC,or any other individual or entity not a bona fide grantee,heir or assign of the
<br /> original grantee of the Patent Land Grant and that any water or claim to water on my land by others is
<br /> an unpermitted use of my land at$10,000.00 per day or portion thereof;"
<br /> o.That"The"Special Inspection Warrant",given to Joseph and Nancy Cycenas,did not have the
<br /> necessary written and certified'affidavit of probable cause'attached to it.Further it took over twenty
<br /> minutes for the Clerk of Courts,BURNETT COUNTY INC,to find a copy of it,when I,Edward
<br /> Joseph Cycenas, asked for it. Upon receiving the sworn complaint,1,noticed that the certification
<br /> signature was unreadable,that the affidavit was unintelligible,that there was no printed name beneath
<br /> the signature,nor a certification seal by either the certifier nor was the proper authentic SEAL of any
<br /> legitimate Court affixed, in short three people'Went out upon the highways and onto the property of
<br /> another and with intent did subject the owner to a deprivation of rights under color of law and color of
<br /> authority'and that said.violation of 18 USC 242 was enjoined by the issuer of the 'Special Inspection
<br /> Warrant' in Violation of 18 USC 241, and that said persons did so to deprive me of my right not to be
<br /> subject to search without a proper warrant from a court of proper(Common Law-Non-Corporate
<br /> "licensee regulation")jurisdiction;"
<br /> p. That"This harassment by James Flanigan started on Sept 26,2003,and was HEIGHTENED in 2009
<br /> by James Flanigan and continues to this date. I, feel intimidated,harassed,and emotionally distressed
<br /> by the falsely applied'plumbing License regulations'now being brought as a knowing violation of my
<br /> right to use and enjoy my land as the grantee,due to the intentional infliction of this emotional distress
<br /> by James Flanigan,Dave Grindell,actors misusing this court,and others surrounding this action,and
<br /> where said"intent" cannot be"proven beyond a preponderance of credence", that at very least gross
<br /> negligence exists in those who should have known the limits of their authority and components of"Due
<br /> Process"and failed to observe them ;and,"
<br /> q. "That I,Edward Joseph Cycenas filed a Federal Court Complaint in February of 2003 not only
<br /> against James Flanigan,but also David Grindell,CORPORATE COUNSEL OF BURNETT COUNTY
<br /> INC,who was also a named defendant in the same case as was my right to do so,and retaliation by the
<br /> aforementioned persons is unwarranted,"
<br /> c "That(neither)I,nor any member of my family have ever taken,sold,traded, or received any
<br /> compensation from BURNETT COUNTY INC, STATE OF WISCONSIN INC,or any other
<br /> governmental unit for our Private Land Rights;"
<br /> s.That 1,Edward Joseph Cycenas,have Notified by Public Notice and recording the same in the office
<br /> of the Records of Deeds in BURNETT COUNTY INC, of the fees and fines of Trespass on any Private
<br /> Property;"
<br /> t.That"James Flanigan,David Grindell,and others have received or(k)new of the Public Notice that
<br /> was recorded in BURNETT COUNTY INC;"
