SZ3 7
Dear Mr. Flanigan; ''`y ° 9
As per our discussion over the phone, I have m6i6 f ess in completing the shoreline
restoration plan that was developed for us by Ms. Bursik and, thus, I am disappointed
that I have been fined for my lack of progress. Is there any way to eliminate the fine OWU
put these funds toward the plantings? However, I have enclosed my fine less the $200
you indicated that you would be able to reduce in case you cannot change it.
I see this project as a multiple year process in order to comply fully with the
recommendations and see the beauty evolve. However, specific circumstances have
delayed the project. Last summer,my father-in-law developed cancer and we could not
visit the cabin all summer. He passed away last September. This summer, I started the
plantings myself but the dryness caused problems. Next spring,we decided to contract
the services out. If the plants do not hold, then they will replace them. I am including the
restoration plan that we have developed with Cheryl Bursik of 4/27/03. Here are the
other developments to date on the plan;
1) We created a 50 ft buffer zone that includes a 35 ft no touch zone and a 15 ft
minimal maintenance zone. There has been no mowing or walking in this area for
2 years. Many wild flowers have grown in this area naturally. There are no fixed
items in the buffer zone except those in the viewing area and one bench.
2) Bare areas that have been planted with dozens of blueberry shrubs (We love to
pick them) planted in spring per discussion. However, many of these did not
make it and were removed.
3) We have not planted other shrubs through out the buffer because there are many
natural wild flowers and flowering plants in the buffer area now. It is my
intention to let those continue to grow and plant only the bare spots as indicated
on the diagram. I discussed this with one shoreline restoration person and he
agreed.
4) I am acquiring 20 woodland white pine and cedar trees to plant throughout my lot
but had to wait until next spring.
5) We have not removed the non-conforming structure since part of it is consistent
with the allowed 40 ft. landing. As I noted, my mother-in-law from Italy sits on
the landing since she will not go on the dock and will not sit on the grass. The rest
of it will be easily moved this fall since it is not a permanent fixed structure.
As I noted on the phone, I am hobby naturalist and a big supporter of the shoreline
restoration project. I am sorry that my project is not completed, but all good things take
time. My intent is to develop a beautiful natural surrounding to my entire property
keeping the lake, shoreline, and shoreline creatures naturally intact and healthy for my
grandchildre enjoy for years to come. I thank you for supporting our process.
Sincerely,
Jim Fricton
P-T---
