State of Wisconsin 1 DEPARTMENT OF NATURAL RESOURCES
Tommy G.Thompson,Governor Northwest District Headquarters
George E.Meyer,Secretary PO Box 309,Hwy 70 West
WISCONSIN William H.Smith,District Director Spooner,WI 54801-0309
OERT. OF NATURAL RESOURCES TELEPHONE 715-635-2101
FAX 715-635.4105
TDD 715-635-4001
May 9, 1996 MAY 3 FILE REF: 3320
i
Ken&Susan Guttsen
955 Kingswood dr.
Chaska,MN 55318
Dear Mr.&Mrs. Guttsen:
Re: Well Location Variance Approval for a well to be located on property you own
on Pine Knoll Lane in the Town of Scott in Burnett CO.,Wisconsin. Legal
description of the property: Lot I,Pine Knoll Subdiv., SE'/4,S5,T40 N,R14W.
The Department has received and reviewed a request for a variance to construct a driven point well within
the crawl space of a building on the above property. The top of the proposed well would terminate inside the
crawl space.
The Department is authorized by Chapters 144 and 162, Statutes,to have general supervispon and control
over the waters of the state and to establish and enforce standards and rules for obtaining drinking water and
protecting public health against polluted water supplies. Chapter NR 812,Wisconsin Administrative Code,
is adopted pursuant to that authority. Section NR 812.08(2),Wis. Adm. Code, states that no well may be
located, nor a building constructed, such that the well casing pipe will terminate in or extend through the
basement of any building or terminate under the floor of a building having no basement. When a structure is
built over the top of a well, the well casing pipe shall extend at least 12 inches above the floor. The top of the
well casing pipe may terminate in a walkout basement.
According to the information provided, a 4 foot high crawl space under your cabin is at grade level on two
sides of the house. A 4 ft.wide x 4 ft.high access door will be installed on the side of the Crawl space where
the driven point well is proposed to be installed. An access hatch will also be provided in tle floor of the
cabin directly above the well. Because of the walk-out access at this point and the height of the crawl space,
the well and pump system will be accessible to work on.For ease of heating your water system in winter,it is
not practical to extend the well casing height 12 " above the floor of the cabin. You are therefore requesting
approval to terminate the top of the well at least 12" above the established grade in the crawl space.
The Department emphasizes that while a variance from ch.NR 812,Wisconsin Administrative Code,
requirements maybe granted, compliance with ch.NR 812 requirements is recommended i' at allpossible.
Chapter NR 812,Wis. Adm. Code, requirements reflect measures which the Department has found to best
protect drinking water and groundwater from contamination. A Department-approved variance does not
guarantee acceptable water quality or quantity.
Quality Natural Resources Management
Through Excellent Customer Service yam
Rwycld
P,c
